On windows 10 after doing most the work around I am constantly stuck on windows wait operation time out every time I open a picture to view. I have tried everything and I cant find any information on how to fix this. Does anyone know a fix?

You've probably still got the Windows photo viewer set as the default program to open photos which depends on explorer. I'd install another photo viewer like Irfan and set it as the default.
